Will the Frozen Synapse DLC ever be on sale?

I've been waiting, but I just noticed it's never been on sale (according to Enhanced Steam), and it's been out since May 2014.

Does this mean it'll never be on sale? Is there some kind of agreement with the Mode 7 guys preventing a sale?
