What do the The Goggles do in game?

The Goggles are one of the active items you can get in game. The effect of the item is concealed in game so I am wondering what they do. When I use it, I see no noticable difference in my health, weapon xp, total money, or any other stats. I am curious if anyone has been able to figure out what they do.
