Issues with yaw using manual controls

I've noticed if using manual controls that the yaw keys will move the plane relative to the screen and not the plane itself. so when the plane is rolled 90 degrees the yaw keys pitch the plane up or down the same as the pitch keys, so you only have actual yaw control if the plane is flying completely level. its hard to explain in words but i was wondering if this is intentional or a mistake?

yaw is rudder, so if the plane is 90 the yaw will be up and down because the rudder is horizontal
