As with everything else, it will be a trade-off and there will be some tipping point where more pre-heaters means sacrificing converters which lowers the bonus and makes the end result less efficient than fewer pre-heaters with more converters.
That is how it works, yes. You can tell by looking at the preheater. Place one down, power it, then slowly place converters around it, it heats up more for each converter near it. So having dummy converters does speed them up, as said. They give the biggest boost to everything around them when surrounded by 8 converters. But at the same time, placing more of them around a single converter does stack the speed boost on that converter as well.
