Tome of Arcane Missile

How do I learn the tome of arcane missile?

you have to give the gun to the Artisan's Guild first (repair tab) to get the heritage that allows you to learn Arcane spells, then read the tome while wearing an Amulet of Wizardry. Doing so shatters the amulet and lets you cast Arcane Missile wearing any amulet.

I have given them the gun and worn the amulet while trying to learn the book and it hasn't done anything. I haven't gotten a heritage either for donating the gun.

I've also had trouble learning the other two new spell schools tbh, but I haven't really tried them as much

If I’m not mistaken you need to donate an UNIDENTIFIED item. At least that’s how it works for bestial tomes. Check the heritage description to see if it specifies it needs to be unidentified.

I'm playing on please don't hurt me with a wizard character and I donate the equalizer immediately without identifying it. I then put on the amulet and click the tome of arcane missile but it says I browse through and look for pretty pictures

There are some restrictions on that mode since you can't earn heritages and a heritage is needed to learn arcane spells.

Some heritages can't be unlocked in casual mode and we don't know the complete list, so this is probably one of them.
