What does this do

What the hell is bestial spells?

While levitating!?

I have the hoard DLC so I know it's something with that but I haven't seen a good guide for the new dlc items/charms and what they do

It is a special type of books. You will occasionally find these.
In the upper right corner there is a link to a manual that explains most rules and items.

It's one of the 3 newer spell schools (arcane, beastial, abyssal).

You need to submit the charm to the artisan's guild (repair tab) while it's unidentified in order to unlock the respective spell school tomes for them to start showing up, and it's not part of the DLC, just introduced recently in 2.0.

Hey, you seem to know more about this than I do so I'm curious:
In my current run (chose casual dif - wizard) I reached level 6 and took on the spider quest (1000g on completion), inside I found the bull horn and a tome of fairy-flight (bestial)

I had a potion of levitate from the quest, identified the bull horn through the shop not the guild, and used the potion but still can't read the tome.

I read your post and now know about the guild and to turn it in unidentified, but I am still curious if there's anything I can do at this point.

Did you try donating to the Artisan's Guild after the horn was identified? If this hasn't been fixed, then there's nothing you can do, unless the game will allow one to drop from a monster/boss/Loot Hoarder in that same run. The reason this won't work otherwise is you have to have the heritage complete for donating the horn, this is what allows the Bestial spells to be learned while levitating and having the horn in your inventory.

So the donating of the charm may be an intended mechanic that it can't be donated when the charm is already identified. I always assumed it was a bug, but I think that's just how the developer intends it to function. As for the Casual difficulty, the answer is no, it can't unlocked. Any heritage or challenge that can't be unlocked will give this message like the one specifically for Bestial spells here:

I don't think is that, I'm having the same problem and I am playing a normal (hardcore) run:

I have all 4 literacies skills learned in this run (I have an unspent point because of the seventh talent unlock)
The manuscript of knowledge identified the bullhorn when I first picked it up, and the reason I lack the heritage despite having the steam achievment is because I've started a new account.
I've attempted showing the horn to the Guild but it won't work, I get a message saying I can't do that.
So I can't learn the beastial & abyssal skills anymore this run?

You can get multiple horns, get a new unidentified horn and identify it at the artisan to unlock rise of the fairies.
Same applies for abyssal and arcane, I have those heritages on heroic mode so I know you can get them.
