31st Trophy won't spawn Goat City Bay

I've just used a guide with screenshots to go round all 30 trophy locations again to find the respawned one and none of them have respawned. I haven't played this game for years, and I recall trying to find the 31st one a long time back and failing too. What can I do to ensure the 31st one has spawned? Or could this be a glitch and it's a lost cause? Does the location of 31st one change on restart? I really don't know what else to try.

I have the same problem, got 30 trophies but no idea where the 31st trophie is, if there even is one.
