Report a translation problem
i planned on playing split screen with my family but then this happened.
I get to the 'loading' screen where it shows keys and has the gears in the lower right hand corner. At this point it freezes and my mouse cursor appears, pressing a key causes the game to close. There are no error messages and no logs.

You should read the point about 32 bit operating systems, not that is the issue you ar ehaving right now, but its an issue you will how down the line.
The issue that you are currently having sounds like 3rd party software playing in, like avast or adobe creative cloud, for a more complete list of programs that interfere with steam games have a look here: https://support.steampowered.com/kb_article.php?ref=9828-SFLZ-9289
Bought this game for my daughter and eveytime we start the game, it freezes on loading screen and we need to shut down computer. I did read a lot of threads and test a lot but now im getting really annoyed by the situation and her who keeps screaming cause she wants to play the damn goat. We have nearly an hour in "played time" and thats only from testing stuff and not actual playing.

Using a AMD Radeon and i also tried a Geforce and still freeze
There's nothing running in background, No anti-virus, No anti-spyware/malware
There's no adobe cloud or stuff like this in Process, only usual Windows things
I checked integrity game cache
Windows is up to date
All drivers are up to date
I tried to go in Documents\My Games\GoatSim\GoatGame\Config and open GoatSystemSettings.ini to add the native resolution to 1280x1024 (she doesnt have a wide screen monitor).
I probably tried more things but i've been on this for 5 hours straight and im tired of all this. Hopefully someone can help me so my daughter can shut up about it ;)
Sorry its not working out for you, I know it troubleshooting can be frustrating.
What I'm seeing from your dxdiag is that you are on a 32 bit operating system and that you are right on the mark with available RAM, so I'm not sure if the fix below will work for you, but give it a go:
Unfortunately optimizing the game is an ongoing process for us, which means that there are corner cases where the game should be running, but it doesn't, your situation might be one of those corner cases.

I tried the 'cmd' fix.
I have none of the programs running that are mentioned.
I have tried editing the resolution.
I have tried verifying the cache.
I have tried reinstalling.
I am very frustrated as I bought this for my son (originally posted from 'his' steam account) and it's all my fault that it won't work! 3 hours I spent troubleshooting on Saturday morning...
Still no luck, game still makes the computer crash on the loading screen and need to be reset to reboot.
STEAM doesnt offer refund like Origin do. Too many Indie and early access titles on STEAM and poeple wont stop asking for refunds.
Any advance on the above from the devs? I feel like I've been ripped off here.
Not really as the issue is most likely on your end, and while I can suggest common solutions I can only attempt to guess what your issue is.
Make sure all drivers are up to date, try running the executable manually ( Steam\steamapps\common\GoatSimulator\Binaries\Win32\GoatGame-Win32-Shipping.exe ), try installing the prerequisites manually, they can be found here: \Steam\SteamApps\common\GoatSimulator\_CommonRedist\
run the DXSETUP.exe in _CommonRedist\DirectX\Jun2010.
run the dotNetFx40_Full_x86_x64.exe in _CommonRedist\DotNet\4.0
and run the vcredist_x64.exe or x84 depending on your computer is 64-bit or not, in _CommonRedist\vcredist\2010
