I think Goat Simulator Waste of Space is the best out of them three.

Waste of Space > GoatZ > Goat PAYDAY. And believe me, PAYDAY is totally not bad, but the others just have more content or more charm.

Yeah, i've seen alot of gameplays about them but it seems the Waste of Space has a lot to offer. So i'd go with that.

I kinda want to go against the grain and say Payday, because flying "goats" are very fun to play with... but Waste of Space is definitely the better DLC

Waste of Space has more content, but Payday has more interesting mutators. I feel GoatZ was a bit too weighed down by the survival aspects.

My verdict? Get all three.

I don't know about anyone else but I'm having trouble with the waste of space dlc. Everytime I load up the game and click play the game crashes. So if that's a problem for anyone else I'd hold off getting it for now. But even if you do get it, you can always uninstall it for now and run the game just fine with all the other dlc, so there's that.
