Yes, it counts on your profile. I can see the achievements that I have so far on my own profile. Also the fact that it does NOT have the "profile features limited"/"Steam is learning about this game" tells you that it does count. Those tags are only there for games where the game doesn't count...yet. The dev has nothing to do with whether a game counts are not. It's all Valve. Generally enough copies just have to be sold (or added to libraries/played for free games) for a game to count. So even if a game doesn't count currently it may very well do in the future. There is just no guarantee. I own and have completed over 100 games that don't count atm, but every now and then one of them reaches whatever arbitrary threshold Valve has set and starts counting. And then the "Profile features limited" tag is also removed from the store page.

Woah either you must be very unlucky or I got very lucky. I got a legendary bow in my very first attempt at reforging. You'll be able to tell that it's a legendary item, since it's in the name (but the bunch of great stats is a decent clue too :D )

I took a copper sword or spear, the cost varied roughly between two and four hundred. So I reforged around 150 times. I'd say I was just unlucky. Ooooorrrr… maybe… I clicked to fast and skipped it ><
Thank you so much for shedding some light on this matter brother! I am mostly aware of the policies steam uses but I am unaware how can I check this beforehand. The screenshot I shared above was one way, which seems to not work for me(dunno if it shows more info on your end).
How do you usually check if I game is restricted regarding achievements or not?

If profile features like achievements showing on your profile are restricted then the store page will say either "profile features limited" or "Steam is learning about this game" on the game's store page under Features (like on your screenshot).
If they are not restricted then those two tags are just not present on the store page. Like in the case of Tinkerlands: A Shipwrecked Adventure - when you look under Features on the Store page it DOES NOT show either of those tags and that means that profile features are NOT limited and hence achievements WILL count on your profile. At least I've never had a game where that was not the case, so if I wanna know before buying a game, if achievements will count then I just check if either of those tags are there or not.
But as I said a game's status may change once more copies have been sold, there's just no guarantee. So if you wanna be certain that they count on your profile then you have to check that those tags are NOT present when you buy a new game. Then the achievements will count for sure.

It's not actually from hovering above Achievements that it pops up. It's when you hover above the ? next to the Profile features limited tag ;) That's why you'll only find it on games that are restricted :D
Thank you. After selling everything I have save the underwear and spending over 100K, i came looking for a solution to a Legendary problem and the wooden sword tip helped me get 100%
