Please try to launch UE3Redist.exe and see if it helps: "...\Steam\SteamApps\common\NaissanceE\Binaries\Redist\UE3Redist.exe"
I have also tried:
1) Reinstalling
2) Verifying integrity of game cache (It says it successfully downloads 1 missing file, but doesn't fix error).

I'm still trying to figure what is causing the crash but here are some possible workarounds, tell me if anyone works for you:
FIX 1:
Go to ...\Steam\SteamApps\common\NaissanceE\_CommonRedist\vcredist\2010 and run vcredist_x64 or vcredist_x86 (depends if you are on a 32bit or 64 bit Windows)
FIX 2:
In ...\Steam\SteamApps\common\NaissanceE\UDKGame\Config\UDKEngine.ini
Open the file with a text editor and go to the [SystemSettings] section
Change ResX to 800 and ResY to 600 and Fullscreen to False.
If the game launch you can then change the settings in the graphic menu.
FIX 3:
In: ...\Steam\SteamApps\common\NaissanceE\UDKGame\Config\UDKEngine.ini
change bInitializeShadersOnDemand= from False to True.
and in: ...\Steam\SteamApps\common\NaissanceE\\Engine\Config\BaseEngine.ini
change bInitializeShadersOnDemand= from False to True.
FIX 4:
Go to ...Games\Steam\SteamApps\common\NaissanceE\UDKGame
backup to "Config" folder then delete it. After that verify the integrity of game cache (on your Steam games list right click on NaissanceE and go to Properties > Local Files > Verify Integrity of Game Cache) and wait until it re-download the entire folder.

I found these workarounds on the Antichamber forum, it fixed the problem for many people, hope it will for you:
" - Updating to a later version of PhysX drivers has resolved this issue for many. Regardless of whether your graphics card is ATI or NVidia, you can install newer drivers found in your Antichamber Steam directory: *installdir*\Binaries\Redist\physx\PhysX-9.12.0613-SystemSoftware.msi. This is not installed by default, as the drivers that shipped with UDK are required for some, while these newer ones are required for others.
- Renaming *installdir*\Binaries\Win32\PhysXLoader.dll to something else (anything) has also resolved this issue for others.
- Try running the game as an administrator."

"OK, let's solve this problem once and for all.
First, try to run UnSetup.exe. Set compatibility options so UnSetup.exe opens as admin. Open a Run box (Windows-R), clear the path, and drag UnSetup into it. Then type "/eula" as an argument. Run it. Hopefully it works.
If that doesn't work, I've made a Spartan program that sets the EULA acceptance flag in the registry so that UDK will stop trying to crash. Download https://dl.dropboxusercontent.com/u/29365870/UnEulaLite.exe , put it in the same folder as UnSetup.exe, and run it as admin. Click on "Accept EULA", "Yes", and close it. That's all.
My commentary on the problem: the idiots at Epic Games can't bother to distinguish between someone using the UDK and someone using a game made with the UDK. A quick glance at the EULA seems to reveal nothing that's pertinent to the user of an UDK game. So their crappy EULA acceptance thing is just a hindrance to people who are just trying to play. If you want to blame anyone, don't blame Alexander Bruce, blame the incompetents at Epic Games. It's also entirely weird why a missing EULA flag would crash the game rather than yield an error. "

Update: Ok the game works for me now but the resolution was not the answer for me. After starting the UDK.exe I got this error: [0xc00007b] and after a lot of methots to fix this issue I reinstalled my complete System, installed all Windows Updates and it works fine now. Not only this game.
