Why?
I prefer shooting, and try to avoid kicking. But many times it is the most logical thing to do, as annoying as it is.
The result is that you have an advantage being in a corner or next to a wall, since it becomes possible for you to kick your opponent back at any time before you recover from being kicked. This is especially annoying if you managed to surprise someone, only for them to have all the time in the world to claim that advantage back on themselves.
The old kicking system still has it's flaws though. It simply then becomes a contest of, 'he/she who kicks first wins', with the added spice of stun-locking someone to death in a corner.
I can't exactly remember how the original steam release kicking worked, but from memory it had a compromise of the two: a very tight (1/20 second?) but existent band of time where double-kicking was possible, but an impossibility of gaining an significant advantage by being slightly slower (slower than said 1/20 second).
On regards to point 1 & 2, I can relate where I had situations where I would attempt to kick an opponent, my crosshair clearly facing them and miss, only for them to not move at all and manage to kick me. It's like playing D&D and hoping your character rolls well enough to successfully kick.
Good point, indeed that's really annoying and unfair.
I don't think kicking someone to death that you've cornered was much of an issue because it was rare, so it was more just a laugh when it happened. Same with barrels; before when barrels/props were less common they had more novelty. Now people just use heavy loads and become nearly unstoppable. As for whoever kicks first wins, that's good. It should be less of a toss-up, and the faster player should have the edge, which makes things more tense.
A number of things could be done, A cool down could work on the kick to stop people from constantly spamming it, disable stun lock on the kick and allow movement in the air but at a reduced speed, Less damage, Disable or reduce the % chance of heavy objects knocking your weapon out your hand, Faster accuracy recovery when kicked, the list goes on really.
I want to do this to every person who keeps spamming kick, without it they couldn't play the game.

Yeah, the kicks are a bit ♥♥♥♥♥♥ I've found too. I've mostly been affected by the accuracy recovery time taking what feels like a minute if you start aiming with the right handed perk after being kicked or after jumping when I swear it didn't take so long before. Either way, kicks are way too inconsistent as well and I've experienced my kicks not hitting plenty of times in the past especially back in the days when I used to don the Smith.
