The new update brought new achievements. If you were to revert the version on your local end, this would change nothing, other than rendering you unable to complete the new achievements.
With that said.... Assuming you still have your completed file available, it shouldn't take you too long to clear the new achievements. You can even make use of NG+ to do them.

To answer your question: Yes, you CAN revert it.
1) Right click the title in your library
2) Select "Properties".
3) Select "Betas"
4) Choose one of the earlier versions under "Beta Participation".
This still wouldn't change the completion percentage though. ;)
Also, this might cause save file compatibility issues, as save files made with the latest version won't be compatible with the older versions.
is there any way to fight jack on battle mountain or am I forced to do NG+?
SImply started NG+, switched to 0% difficulty, set gamespeed to 4x, then blazed through everything until I got to the parts the new achievements revolved around.
From there, a backup save, then change settings to meet the conditions required for the achievements (where applicable), clear the task, continue to next objective.
Had it all done within 30 minutes.
