- not marking the game as Adult Only but the game gets banned from Steam
Then I can understand why developers pick the first option
The recent Zombie Maid game is the same. It has some clothes tearing in it, thats it. Best you see is panties. And like, every JRPG in existence lets you see panties, or cleavage, or has some kind of Bikini DLC

Sure Massage Freaks managed to get by unscathed on Steam, but that was after renaming it to beat refle and denying the Switch version.
You can't take chances with Steam's approval lottery, which is why Dungeon Travelers: To Heart 2 got a similar Adult Only label. Underage looking characters and/or some groping mini-game/lewd CGs don't mix well.
But I guess I can see where ur coming from. These characters here dont look the underage part to me tho
exactly drinking is not for below 18+ and some countries it's 21+
it's the steam team doing what they want. good adult games from japan keep getting denied but they are release on GOG! or mangagamer and jlist.
Steam tags are not any kind of rating for game and even if they would be, nowhere does it say "adults only". Sexual content tag is not the same as adults only and "all characters are over 21 years old" doesn't mean anything.
There's no false adverticement atleast in Steam store. But there is false accusation.
"som enudity or sexual content", "frequent nudity or sexual content", "general mature content" and its Adult only (18+) maked by steam or the dev himself (steamdb says adult only)
and pegi or usk rating listed are region specific, for example cause they got no USK rating and its marked as adult only, its blocked for me to buy it myself/view storepage yet games with full explicit sexual content are available for me to buy as they got trough the process to get the 18+ rating from the USK here
same with PEGI, for example
there are games with pegi 18, while they are USK 16 in germany when its just some ecchi stuff while very gore intense games are usually pegi 16 but usk 18 for example pegi has rating for 3,7,12,16,18 while usk has 0, 6, 12, 16, 18 which have nothing to do with the initial rating by steam or the devs themselves
because u see A LOT of games without any pegi or usk rating but the devs put them themselves... because if they say its 12 but steam then says wait this has ecchi and say its at least 16+, the game gets revoked and possibly wont get approved anymore, so even ecchi games are often tagged as adult only despite having no explicit content because there are only 2 countries that block these games by default.... and that china and germany
so the games rating on steam, by the devs, by pegi and usk are more or less unrelated to each other, while a too low rating by the devs can cause issues with steam~
