I stopped playing because I have no interest in buying a new controller.
It's not your controller, this appears to be a semi-global issue. I experienced the same issue using my mouse, and an XBOX controller.
Yes, it's ongoing. This is not just you. It's several people it seems. I don't believe the game was playtested. It seems that some setups experience less input lag/acceleration than others. See this playthrough.

The guy does it super easily but it looks like they aren't dealing with as much input lag.
I was able to fix the problem for myself.
I'm currently using my XBOX Series X controller.
I would also recommend disabling Steam Input and using default settings.
No input lag working perfect.
Tried this, problem did not resolve. I tried disabling Steam Input and using the Official Layout.
I tried disconnecting my mouse from the computer and just using gamepad.
The problem is twofold. There's a resistance value that's way too high for the cursor to overcome. Only throwing the cursor at the center gets the cursor inside the circle, then the cursor turns orange and you start making progress.
When you do that and you do pass through the middle, you get pushed out the other side by the same force. The orange cursor changes back to white if it's moving too fast even if it's inside the circle.
There is also about a full second of input lag with all settings. I even tried turning graphics down to minimum.
