Game won't load properly

Whenever I boot up the game I'm immediately hit with lag, even in the first loading screen before the main menu. The game refuses to run above 10 fps for me and sometimes things like character models won't even load in. The funny part is, I just upgraded to an AMD 7900 from my GTX 1660 super, and my 1660 was playing the game just fine (outside of the one time it crashed). Are AMD users just screwed?

I wish I could say this was the worst of it, but after installing FF7 Rebirth, the game now just crashes when opened and refuses to close in steam (the same thing happens to Rebirth). I'm so confused. I'm almost convinced Sony poisoned these ports just to convince people to buy more PS5s lmao (for legal reasons, this is a joke.)
