Disable Steam Input.
Make sure the Dualsense speaker is not disabled in windows sound settings (the old style list)
Use wired mode only, make sure your dualsense bluetooth variant is disabled if you have bluetooth is enabled in windows.
For the sake of not using the wrong speakers for audio.
Make sure your other sound device is the default one in windows settings.
Every time you replug your controller windows will default to dualsense speakers in terms of sound, if you have 3rd party sound app, then it prolly will happen in that app itself if the app takes control what is the default app for windows, but dualsense prolly will still override inside the app itself.
Nothing else to it.
It should just work plug and play.
You don't get dualsense speakers when you're using bluetooth only or the cable is unplugged/non working, in games the speaker just isn't used if you're using bluetooth controller device.
Make sure you didn't disable the device, though in the newer variant of windows devices settings it should show if dualsense speakers are disabled or enabled, under the bluetooth and other devices settings under audio category.
If the speakers don't show up while you're connected via usb, either your cable is broken, or where you're trying to put the cable in is broken (controller and/or pc cable slot).
Make sure you didn't buy a charging cable that is only for charging instead of also data usage.
You need USB (Type-)C to USB (2-3) A, one that can do data transfer, not just charging.
Basically try to check if your controller with the usb cable works in another pc, at least try steam overlay + steam input, to see if you get at least xinput, don't do any bluetooth pairings. And then check if you can do native, by disabling the steam input or steam overlay.
Also try a different cable with your controller in your pc and in another pc.
If you can get hands on some other dualsense, try the same cable you used with that to make sure it's not a controllers issue, in your pc and in another.
If controller works fine in another pc with the same controller and cable, and you also tried different usb A slots in the pc, and they all don't detect your controller, either you have disabled automatic driver installation for usb devices, or you don't have proper HID drivers installed, though weird you can use a mouse and keyboard then.
You can test out if the controller is detected already in steam settings - controller.
Or in windows devices.
Basically figure out what is failing on your on end.
