Does gpu-z show you have rebar enabled?
Try manually updating the dstorage.dll and dstoragecore.dll to version 1.2.3.

Or try removing them altogether.
Have you tried disabling page file?
Have you tried setting only custom page file with at least 20GB min and max?
Is your bios up to date?
Are your cpu and/or gpu at stock values, use intel preset in bios and no overclocking for gpu?
When you reinstalled gpu drivers, did you use DDU to uninstall them, and then do a clean reinstall option for something else, like 566.14 or 566.36 or before the 565 (avoid 565).
I'm using 572.16, also I have updated the scaling, the framegen and ray reconstruction dll files, also I use latest nvidia streamline 2.7.2 dll files for the game. And direct storage is updated to 1.2.3.
Using RTX 4070 12GB, i7 14700k, 48GB DDR4, WIN 10 22H2.
Dlss swapper won't fix it, if disabling dlss features doesn't fix it.
Tried every recommended pagefile for my ram with no luck.
Rebar is enabled on bios, stock values ( just the XTU is enabled, cba to turn it off for a poor port)
dstorage dlls removed
tried current and previous nvidia drivers, clean installed both of them with ddu, safe mode.

(just an extra tidbit, if you're using gsync compatible monitors, you sometimes have to reenable the compatible tick in control panel after changing gpu drivers)
You can also try uninstalling, deleting the game folder, and then reinstalling, if you've already tried verify and verify didn't help. Maybe a game file is corrupted.
I'm also running ray reconstruction off, DLSS and Dynamic Resolution set to 60. Nvidia Reflex off, RT object range set to 9. Rest is maxed out.
