Guessing it also depends on how much it sells, they're not gonna spend more money on voice actors and translators than they are gonna make in the country.
Sure, but the turks pirate just as much and 1% of Russians buying the game is more people than 1% of Turks. Not to mention, sometimes a country's goverment give big companies money, tax breaks or better trade deals for adapting the games to their market. Pretty sure the Turkish government doesn't.
Why though?
A- you don't own it.
B- pretty sure none of the games you have on steam have a turkish translation
