Why is my language not among 26 languages?

because there are over 180 in the world. Spanish, engilsh and chinese alone makes more than 50% of the world population, probably more considering most indians also speak english.

Guessing it also depends on how much it sells, they're not gonna spend more money on voice actors and translators than they are gonna make in the country.

Sure, but the turks pirate just as much and 1% of Russians buying the game is more people than 1% of Turks. Not to mention, sometimes a country's goverment give big companies money, tax breaks or better trade deals for adapting the games to their market. Pretty sure the Turkish government doesn't.
