2 Things I tried and it fixed stuttering issues/choppy gameply/etc.
Previously I had tried everything like disabling Frame Generation and other things, as well as tanking settings to the Lowest and was still having issues with frequent chopping/freezing.

Looking through the .log file (should be in your Documents folder for the game) i noticed frequent reference to dxstorage stopping and resuming.
I cut dstorage.dll and dstoragecore.dll and pasted them to desktop.
I also changed the resolution to 720
the game launched fine and gameplay was smooth with no issues, even cutscenes ran without issue, i changed settings to High and had no issues doing that.

Hopefully this works for someone else having issues with stuttering and choppiness, maybe it will even help with crashing.

I already posted a thread about this.
Ratchet and Clank had this same direct storage bug.

Sorry i didn't see the other thread
searching for info about direct storage lead me to a thread on reddit about how to disable it.
