I've tested few things to get working 3D Audio and you must have Dolby Atmos Access App from Microsoft store, then you can choose "Dolby Atmos for Headphones" on your sound device.
In game settings you will now see that 3D Audio is enabled.
Other spatial modes on sound device will also enable 3D Audio in game BUT they will not produce a true 3D Audio. I've tested multiple times, only Dolby Atmos gives the best sound result: you can hear many more sounds in game. The best way to test it is the very first gameplay sequence, you will hear Miles moving, car horns, reverb when the 2 spider men speaks to each other, and many more
