Flickering and Shimmer?
Turn off Ray Reconstruction, it seems to have issues with Depth of Field (Transformer being the worst). Legacy will give you the same yet if you turn it off, all the Shimmery hair and blurry faces disappear.

in my case, i didnt enable rtx. So, ray reconstruction disabled by default, and hair in cutscenes is flickering. Have ideas how to fix that? And most funny of this, if i enable rtx, hair has stop flickering.
Ray Reconstruction and Raytraced ambient occlusion seem to be the cause of this issue

Same thing with me, did you manage to resolve it?

Still not fixed !?

The hairs are still blurry in the sequences

Edit:

I update with dlss swappper:

DLSS 310.2.1
DLSS Frame Generation: 310.2.1
DLSS Ray Reconstruction: 310.2.1

Now the hair is fixed - no more blurry hair.

The hair isn't fixed. Every now and then it flashes black. Edges, especially glass and thin textures all shimmer.

Transformer ray reconstruction is still a total mess. Maybe patch 7? Who knows, I've already moved on.
