Probably not, GTX 1650 is rated for 720 @ 30 fps for this game so I doubt it if GTX 1660 will push it to stable 60 fps. Although your CPU is closer to the requirement for 1080p @ 60 fps so there is a little bit of hope.

IMO wait for benchmarks or buy and return if you will have bad performance

You can run any game at 60 fps if you can turn the resolution and graphics down enough. I beat Crysis on an AMD Sempron 3400+, 2GB of DDR2-800, and a GeForce 7300 GS OC... at 640x480, and editing the INI until it basically looked like Super NES Mode 7.
