Looks like modders have somehow got a copy for a specific region to create some early mods. I saw some suit mods that are working specifically for Brazil region. No idea how and why that is possible when the officials from Insomniac claim that they are still "sorting things out with some partners"

They are using the unofficial game, no one has a working official release of the game otherwise it would be all over the internet and pirate sites.

Means nothing, the game folder can be located anywhere, including SteamApps.
