Because Nvidia holds no rights to this game. If Sony holds the game back, because they want to wait for an optimized graphics driver, then it's willingly on their side, which would be a customer-friendly decision. Sony could also decide not to wait and risk a bugfest and being heavily criticized by customers. Like other companies did before.

Sony news, in my experience, has been at the same time, and that time just passed. Tlou 2 pre-order was as well. It's not a guarantee by any means, but, it is the usual time for them.
