The game burned my screen
I was at the zoo section where you play as MJ, my alarm goes off to pickup my laundry, I leave to get it and make my bed, return and start the cutscene and think its an in game bug that caused it, quit the game to reset it, see the pause screen is still on my screen, I restart my laptop and try troubleshooting it to remove it but it still there

Do you have an OLED screen? It sounds like image retention. If so, check if there is something like a pixel refresh feature for your screen, you can also find one of these videos on YouTube that are just changing colors and let that run for a few hours on your display.

Glad you were able to get rid off the image retention. With OLED screens in general it's always a good idea to not leave static images on there for too long (like the pause screen).
