Dark map area on the far right of the map

Is the inaccessible dark part of the map on the far right side part of the cancelled DLC? If you zoom in it is clearly meant to be a playable area at a future date, however, given the rumours that all DLC is now cancelled, will it ever be used, and if so for what, hunting a specific side quest character or will it be a Miles standalone story?
