I can't remember which spot she was in, did you check both Oakwood and Greensville? If she's not in either one, I'm not sure, it may be a bug and you have to restart or something.

Check the 1st city then check 2nd city then go to the bridge.

I reported back to her and I don't remember where she asked me to go as she just isn't anywhere. I tried walking my way to the bridge but it's still down

So I figured it out. Talk to Captain Maria in the second town in front of the store and the go back to the first towns clinic and talk to her again.
