Are we getting a manual, etc?

I notice there is a 'manuals' directory with a 'PlaceHolder' file.

Also, it would be very handy to get the tutorial text in some kind of text file. The tutorial contained some great info (which I found too much to take in), but I don't want to have to spend hours (it took me 4 hours) replaying the tutorials to get that info. Even if I did, I'd have to either write stuff down or screen-grab stuff. So, it would be nice to have the info in some kind of text file/PDF, etc.

ps. I never played ICBM, so came into this with no prior knowledge.

Part of the problem for a novice like me, is you have to go into the Production menu to view extended information on units, etc. We need like a '?' symbol on units display panels (ie after you have clicked on a unit, etc) to be able to get a pop-up window similar (or the same) as in the production menu - but not the exact same. We don't need the rotating 3D image for 'in-game' (whilst on the map playing the game) - the main thing is the '+' and '-' categories.

The info in the Production menu gives you extended information but is just not accessible for in-game play. I really would like to get that info whilst actively playing.
