You do not send ICBM's without proper payload. It is just a waste of good missile. By proper i mean nuclear warhead.

Do not be affraid of nuclear war be afraid of chemical plants/chemicals store-rooms/nuclear waste processing facilities/nuclear power plants without electricity. It is far more dangerous than nuclear missile exchange but no one speaks about it.
