Basically the two games beforehand on Steam would run into conflicts with Cover about the use of their IP's (as independent producers) if they attempted to monetise the game on Steam so that is probably why they are free games.
As previously posted Cover has very recently introduced 'Holo Indie' which is a company supported system of creating fan made games and monetising them on sites like Steam (they almost certainly take a cut of any profits made). Holo Parade is the first game released under that umbrella so the developers can monetise it if they want to as proven.
To go back to my first point Holocure and Idol Showdown were released on Steam before Holo Indie was announced, Kay Yu (Holocure) always maintained that Holocure was always going to be free regardless and had absolutely no intention of publishing under Holo Indie. As for Idol Showdown don't know what the stance is of the developers in possibly publishing under Holo Indie but I think any attempts to add monetisation to that game will kill it.
Additionally, there are over 400 free hololive fan games out there, they're just not on Steam. So in case OP wants to play a free holo fangame, there's plenty of options to try. :)

Virtually, in this case. "Oh, people are talking about this game, maybe I'll go visit and take a look see myself."
The term can have a negative connotation; e.g. tourists IRL are notorious for being rather disrespectful of local cultures, insistent of the superiority of the tourist's native culture, and so forth.
This metaphor -- and in particular the associated negative connotation -- seems to be spreading in relation to hobbies such as gaming. E.g. think of people who hear about how vtubers are becoming mainstream and comes across Gawr Gura and her petite figure, and then starts ranting on x/twitter about how vtuber fans are all ****philes. Those are tourists.
So basically, the original remark using the word is blasting the OP for being ignorant and arrogant about fan games in general; Touhou is being held up as a series with a rather large (and for-profit!) fan industry. Although, IMO, the remark kind of falls flat.

if 4 dollars is greedy what do you call the touhou fan games that cost $30+?
