Neptune Rocket Pad Stuck At Tilt

I have encountered a problem while building my Neptune rocket pad. I was trying to build it next to my base, but I seem to have built it a little too close and it landed on top of my base causing it to be at an angle.
I needed to get it off my base, so I tried to ram it with the Cyclops and other items, Finlay resorting to removing that part of my base, but unfortunately after removing the parts of the base it was sitting on, it did not refresh and go back level to the ocean where I could push it away and build my base back. When I removed the base pieces, it stayed at the angle and did not move, even after removing the prices and ramming it with the Cyclops it does not seem to move.
If you have any suggestions on how to reposition the pad back to normal tilt and move it out of the way please let me know. Thanks.

Open the game, stay in the main menu. Replace the file, open the save.
