The workaround is to use the grappling hook to pull yourself out of the ground it's stuck in and remember to not use your prawn suit in those facilities - don't go any further in than you absolutely have to, jump around while you're in there, and when turning, stop, turn, then move forward, never walk and turn at the same time. Never walk next to a wall, and stay away from other objects that protrude from the ground (pillars, lights, etc). Always keep a wall/ceiling/object in range of your grappling hook.
The surface in this game is under the texture, you're always walking around under the ground, and for things like the prawn suit, which wasn't fully thought out, this presents a problem because its feet aren't calibrated to the surface, it's calibrated to YOUR feet... so it is always under the surface and that is why it does all the wonky things like falling through the world and getting stuck - aside from the alien base collision meshes being in the wrong place now.
I realized that it only happened when I was near an ion cube maker (in that one base) or ion cube stand (found in many bases), and only when it was active. When the device stopped activating, I could move again.
I saw this happen in several bases before it dawned on me.
I think this was intentional, with the idea being that the devices emit an EMP or something.
That said, the fact that you can still use your grappling hook to move is probably an oversight -- but a useful one.
