Report a translation problem
The first is to go to where the base is and wait. Sometimes it just loads VERY slowly. But I've had it where it doesn't load too. Get out of any vehicle you took and while in the water and away from the base use the console commands and type entreset This will reset any entities in the game. This worked perfectly for me and the base appeared.
The third thing you can try is to exit the game and delete all the cache files of your saved game. This will force the game to reload all the terrain, items, entities, whatever. This will also reset things like resources and fragments so things you've cleared will return. You might not like that personally.
The last thing to do is simply load in the orange tablet from the console commands. I'd recommend this if the first two idea didn't work and you didn't want to have all your resources reset giving you a bit more of an advantage or if the third didn't work too. There are other things in the base so if that's the method you choose you might want to try the third and check out the base and then move the older save back in and then use the console commands to gain what you should have gotten and expierecend but then removed. So It's like you got it naturally.
The wikia site has a good page on the debug console commands and there are tons of other threads about clearing out the saved game caches if you don't know how to do it. There's even a really good youtube video on it showing you what to do step by step.
