Know 'how' to build a Cyclops Depth Module 1, but cannot build it with any equipment?

So....this may be a bug, or I may have missed something....

I found the blueprint to build a Cyclops Depth Module mk1. The schematic says it's available in my PDA. However...when I look at anything that can build modules on my base....I have no option to build it...

Is anyone else having this problem? I'm stuck and at an empass...

More specifically, there is a mini fabricator on the wall left of the engine in the engine room, just beyond the three powercells there. You can only make the module in that fabricator. None of the fabricators you make will give you the module.
