Flank speed sets you on fire. Being on fire, causes the crazy alarm status and spooky lights.
But you are in creative mode. So you are not allowed to be set on fire for stupid engine mechanics.
It is very possible the game got confused over this, and flipped on some of the "Haha, your submarine is on fire!" effects. Or you crashed into something and the game got sad it couldn't set your normally paper mache sub on fire.
Other possibility (Though offhand I don't recall if that causes RED lights) is if you accidentally left silent running turned on. But I don't think that causes such extreme interior effects, and you have zero reason to use silent running in creative mode anyway.
Regardless. It does sound like a bug, whatever is the cause.
Use it with parsimony.
