Where are they. I swear i've been everywhere where the wiki says they can be and still haven't found any

There is one place they are always found. In the final containment tank under the ground in a tunnel. There is an opening if you go from the dragon eggs in the direction of the brain coral. Keep going in that direction until you see a hole. Enter and you should see a sea crown right away. There is another further along and as a bonus, an ion cube.

There are a few other places around the map where it may reliably be found. Best one is the cave near Lifepod 6. There's some sea crown at the bottom of it. I always beacon that area when I find it because there is a ton of basic materials available around there (plus a wreck that's pretty useful if you find it early- or mid-game).
