There are tons of them, but they are in areas that are basically useless.
I agree with Dirak.
The reapers are mostly in areas that are not necessary to visit. And even the reaper near the Aurora and the one near the QEP are easily to avoid.
I'd argue that the juvenile ghosts that guard the entrances to the LR are harder to avoid than the reapers are.
I wouldn't mind reducing their population a bit though.
If anything, a large portion of the grand reef is guarded by two adult ghost leviathans, and they patrol good land that is both good to build on/around, and has a ton of resources.
Reaper near ship blocks a ton of scrap metal and entry to ship, and the mountain island one guards a small section of the eastern mushroom forest hardly worth mentioning
(One can quibble about two of them that spawn very close to a biome border, and patrol over the border a bit, but they do stay in their patrol zone...unless you 'poke' them.)
+ 3 adult Ghosts on the Crater map,
+ 3 juvenile Ghosts in the LR (same HP, modestly reduced attack stats)
+ 3 Ancient Ghosts that repeatedly spawn and home on you if you venture into the non-play-area Void,
+ 1 Sea Dragon in the ILZ central chamber,
+ 2 Sea Dragon in the Lava Lakes biome.
None of them respawn.
It is not necessary to encounter ANY of the Reapers to complete the story line game.
Nor is it necessary to challenge any of the 3 adult Ghosts on the Crater.
Nor is there any reason at all to go into the Void and trigger the Ancients.
You must get past the patrol zone of at least one juvenile Ghost in the LR, and you must at least slip past a couple of the Sea Dragons.
The standard approach to the Aurora (encouraged by the relative positions of the Aurora, and the majority of the LP5 possible spawn points) is to approach the wreck on or near the surface, to the middle of the port side. Then you go NW right along the hull, at the surface, until you come to the first area of open framework. Turn yourself, or your Seamoth right through the first opening in the framework that you can get through. Then turn right again, towards all the interesting broken and exposed portions of the wreckage. Land on one of the large sloping sections of hull plating that form a nice beach.
You may hear a Reaper, but it is highly unusual to encounter it if you use that approach.
Feed your local Reaper a Peeper.
