i dont expect things to show up in the same spot really i just wanted to make sure that is i start building a primary base that its not gonna get scraped later to move everything to where more resources are available

Mineral resources DO NOT respawn, unless certain game files are reset.
Prove it to yourself, if you wish.
Start a Creative game. Immediately go and clear out a giant coral tube in the Safe Shallows (where it is easy to see the resources on the walls). Build a small base, one tube with a Solar Panel is enough. Build a chair. Sit. Leave the game running over night. That should allow about 50 game days to go by. Go look at the giant coral tube you cleard (make sue it is the same one.) If you are unsure, sit the character down, and leave the game running another RL day. That should give you a total of well over 100 game days. go look at your stripped coral tube.
I have a playthrough where I havecleared the Safe Shallows and all areas within 500m of the center point of all mineral resources and scrap. Over 1500 play hours later, no resources have respawned.
There are more resources in the game than you would ever use in 4-5 playthroughs, unless your entire playthrough goal was to collect resources and build palaces.
Yes raw materials do not renew.
But they are placed randomly.
The map is divided into quite small pieces. Each piece has its own number of raw materials. If you take them away, this number will decrease. If you leave the game (edit: you end the game) and go back in, the resources will be placed in their pieces of the map.
If you collect all of them, this piece of the map will remain empty.
