Try Propulsion Gun to push it back. No guarantee that it will work.
You can also try sit in the Moth and use the "unstuck" option in the main menu, but be aware that the Unstuck option counts mainly for you, not any vehicles youre in.
Propulsion cannon or just hitting it with heavy stuf until it gets back inside the water.
It is very finicky and wont work 90% of the time but i did manage to unstuck my seamoth this way.
Did I use the crafting gun to make a chair? of course not.
I used the grav gun to lift my Seamoth out of the water and put it on top of the cliff right next to the facility. When it was placed on the cliff, it became untargetable by the grav gun. (propulsion cannon) No matter how hard I tried, I couldn't get it to budge.
So I went and got a big rock... and smashed it into the seamoth to get it down. Once it was on the ground, I used the big rock to push the seamoth back to water, repairing it as I went along.
In the background, the Sunbeam got beamed, son.
