You can find an average of 47 per world. Make sure to look around carefully. Good luck.
There is a mod to make them appear on the scanner room if you want.

Average of 47 on the map of the Crater surface area. In every playthrough.
Dropped randomly.
A few things he doesn't say:
- You will never find any TCs in the Safe Shallows.
- The minimum number of TCs in a playthrough is something like 35.
- The number of 40+ drops has been verified many, many times over the years, by EA veterans and other game gurus running "TC search only" playthroughs running tedious grid searches, or using the mod to track them down.
-The "usual" playthrough, one that goes to game completion in ~60 hrs (-), will rarely turn up more than 2-3 TCs, quite often none. They can be very, very hard to spot, except in a few bare seabed locations. Also, there is a huge amount of the map that there is no need to spend any, or any significant, amount of time in, if you are working on a typical playthrough. Remember, distributed RANDOMLY.
- You will never find TCs in the underground biomes, or deep in caves (unless there is an entrance slope they can roll down a little ways.) You WILL find them in the bottom of ravines and canyons. This is because the "drop mechanic" places them as if dropped from above.
