Yes, I think its better than below personally. Most of the fun comes from the mystery of the game so if you've already watched playthroughs or know a lot about the plot/mechanics then it may not be worth it.

It can be a very relaxing game to play, just finding things and learning where the major dangers lurk, doing your own thing with no real time limit (other than your oxygen supply when diving).

Consider that Below Zero started as a DLC to the base game, which was eventually made a stand-alone game, so it is considerably shorter. It is also more story focused. So I'd say yes, it is well worth playing.

I'd absolutely consider it better than BZ. The latter does have some things that are remotely interesting, but they just don't mesh together as well as the original. Much more wide-open, and the on-land parts are minuscule so don't take too much from the aquatic exploration.
