Report a translation problem
I would get rid of Vortex and just load Qmod manager. You will get a folder called Qmods. Unzip mods including SML Helper into that folder and see if they load.
I agree with Coops, Vortex should not be used when modding subnautica, it makes things more complicated, and the only real benefit is being able to turn things on and off with a button.
EDIT: All the folder stuff is done inside of file explorer
Here's how to manually install it, that means on download links you will have to click the manual option rather than the vortex option:
Launch the game from steam and if you go into the settings of subnautica and there is a mods area, you've installed it before correctly.
If you remember vortex installing Qmods for you, even if if you see the mods tab re-download the program, it may be outdated. If there is no Mods tab, go ahead and download and launch the program from here: https://www.nexusmods.com/subnautica/mods/201?tab=description
It might ask you to uninstall it, if so say Yes. Once it's done uninstalling, launch the program again and you should be able to install it. Now if you launch the game there should be a Mods section inside the settings menu.
There should also be a QMod folder in your subnautica root folder. (The subnautica root folder looks like something like this: steamapps\common\Subnautica) Make sure its empty right now, delete any thing inside, Keep the Empty Qmods folder open.
To download SMLHelper you go to the mod page (https://www.nexusmods.com/subnautica/mods/113), go to files, and then click Manual download. Once you have it downloaded, the thing that downloaded is called a Zip file, double click on the zip and it should open up, once it’s opened drag the Modding Helper folder into the Qmods folder.
Now inside the Qmods folder, there should only be Modding Helper, delete the Zip you no longer need it. Once you do that you launch the game and go to the settings and then the Mod tab. Now, there should be an SML Helper dropdown, don’t worry about any of the settings inside the dropdown.
If it is there, congratulations! You’ve installed your first mod. If not go back and review the steps above.
Download
Move the content of the zip into the Qmods folder (NOT the SML Helper folder)
Done.

I remember when I first started modding skyrim coming from Xbox I though I knew everything about it, only to have my world shattered by words like Mod Manager, SKSE, or seeing what MO2 Looked liked. But over time I adjusted and now usually play with over 1000 mods loaded. (Subnautica only 83... Right now.
Additional Info about Vortex: Vortex is great when modding games like Skyrim, The Witcher, KCD, Etc. because it adds a more unified way of downloading mods. For Vanilla+ playthroughs or for games like Subnautica there's not much point in using Vortex, it just adds more room error. Modding different games definitely helps you be able to spot which games you should and shouldn't use a mod manager, so don't feel like a moron because you aren't getting something, everybody that's modded this game or any game has been in your shoes of looking around and being like What tf do I do, just remember to actually play the game and not just mod it. I have 700+ hours in skyrim and about 650 is me modding and testing, I’d recommend trying to avoid that loop although fun (for me), it is time consuming.
This is a mod that requires you to inspect a new wreck in game and follow a series of actions, putting its folders in the QMods folder is the technical part but it's not enough.

Important to playing the game? Well, it IS a mod, not in-house DLC.
Some QoL, quite a lot of new device options, and a little bit of side story adventure to acquire it all.
For non-updated mods to work you have to switch the the legacy build under beta in steam properties on subnautica.
Keep in mind that although you can use old mods make sure your only using old mods, newer ones might not work.
Doesn’t work on 2.0 yet. If you want to use it now, you’ll have to revert to the Lecagy branch in betas.
