They are buggy and inconsistant.
But as far as googled topic threads I've seen so far, this inability to build pipes in/into caves, was a thing that occurred all the way back in 2018 (at least; could've happened earlier in the game's EA). Why, I couldn't say, but it just seems to be the case AFAIK.
I've never heard of this. Bringing air down into caves and wrecks is exactly the purpose of those pipes -- what else are they for?
@Enivoke, what are you experiencing? What happens when you try to place a pipe? In my experience they attach to each other fairly easily, and do not have to be in straight lines -- I've threaded them into some pretty tight spaces. Did you start with a pump at the surface or on a base?
On the other hand, pipes are not a very good way of getting oxygen whether they work or not. They're clunky and unwieldy. @Zu is right that you should instead work on upgrading your oxygen capacity and the depth capability of your vehicles. You've got a lot further down to go and the pipes just ain't going to get you there.
They seem to be the recommended choices in this matter compared to pipes, and admittedly I don't know much about using pipes myself (despite trying to answer your question), so I don't know what else to tell you.
I believe that Ignis even supplied comment that the collision standards around such entrances HAD been tightened, perhaps in conjunction with some other fix. But I don't believe that it was deliberatedly to prevent pipes in caves, or down to grater depthes.
I use / have used pipes extensively. I like them. I have extensive pipe networks, through doorways and through cave entrances, BUT all my existing ones were built before the Linin' Large Update. I have not had much opportunity to experiment with stringing them since the reported collision rules tightening.
B. @Penner: I have never found pipes to be a problem for acquiring an oxy fill up, once they are in place. Hover close to an output nozzle and you fill up just as if you were on the surface. that is all there is to it. Perhaps you are speaking only of the effort to lay down your initial piping.
Also, you can create any number of oxy points on a pipe network, just by branching an output nozzle (made with any one-end-connected pipe) off any joint in the network. You can even carry a single pipe with you if you are working around a piped area, and plug it into a joint to make a temp fill-up nozzle as necessary.
C. @ Zu: A variant on Zu's single room shelter. Build one tube, anywhere above -220m put one solar panel on the tube, put a pump and a pipe on the outside. No hatch. Now it, and any pipe you run from it, is an Oxy point. No hatch needed. Minimum power, just enough to get the air on.
D. @Enivoke: You should still be able to do a deep pipe line. It will just be more difficult to not possible to take an output pipe branch through small cave entrances, doorways, and hull breaches.
E. @Johnny Utah: There is NO DEPTH LIMIT on how deep you may set up, run, use a pipe line.

Perhaps one day. But assume it won't. Then you won't be disappointed.
