* The Habitat Builder can not turn 2x Copper into Copper Wire; use the Fabricator.
a, Keep a few of your old batteries for recipes that need a battery. Crafting routine does not care if they are charged. It will generally give you the newly crafted item with a charged battery.
If it doesn't involve expensive materials, you can then remove the fresh battery...and trash the cheap duplicate tool, etc, that that it was in.
b. Likewise, if you need new batteries, build a hand Scanner (from common titanium), remove the fresh battery, trash the extra Scanner.
c. Build a Trash Can (!), to get unwanted stuff out of the game and out of your storage!
You can scan for the BP on examples that are in a couple of the Scatters (small areas of wreckage) that are found in several places in the Safe Shallows.
Works just like a storage Locker...that stuff never comes back from.
d. Glitch exploitation: If you just pile the dead hand Scanners or dead Batteries on a sandy spot under your base, eventually they will glitch through the terrain mesh and sink into the 'never-never'. They are out of your hair. Not out of the game though, and still count as an item that the game engine must keep track of and that the graphics processing must allow for, so using a Trash Can is better.
As I said, I have all the materials to build it, the % does not budge pass 0%

Thanks for the tip, I do keep some for crafting, but still I would like to be able to recharge them. Building new ones all the time is just annoying

I tried all of those, it builds everything else just fine.
On/Off does not work, it's a persistent thing.
Yes, I can put it on a wall, it glows blue. And yes, I tried it in the tube looking habitat and in the big room habitat (I don't remember names for things). I even build a T-Shaped looking habitat just to try and see if it will work there, and it does not.
After putting in on a wall and it glowing blue, there is just no budging from 0%
Verify game files in steam.
Restart.
Try it again.
I am assuming that in your PDA tech menu section, it shows that you have 100% of the Battery Charger BP assembled.
Also assuming that you are holding down the Habitat Builder trigger for the entire build process, since you HAVE built other stuff.

Your assumptions are correct. If I didn't have 100% of BP I would not even be able to put it on a wall.
And yes, I do hold down the trigger to try to build it, as I did with all the other things I have built.
I tried to deconstruct it and then construct it again, as that worked with some other things that didn't want to be built the first time, but chargers defy me no matter what I try.
(Re-)Starting the game had no effect on it until now.
