When does this game go on sale?

i pulled a stupid move and bought only the second game a while back and have been wanting to play this game again but i dont feel like spending $30 on it, ive read that it goes on sale on the steam summer sales but i would like to get it before that for less than $30

Steamsales will be your only option, if you dont feel like to spend 30 dollar.
The only other option would be to try your luck on other Platforms like GoG. But i would advice you to not buy a steam-key on rather shady Sites. GoG is one of the good Sites, but others have bad Reputation of selling stolen Keys.

You just missed a sale 2 weeks ago, the game was going for $10. Don't think there is another big sale until the summer one at the end of June.

SteamDB's price history indicates that they also might put it on sale sometime during the first week or two of May, but don't take that as a fact.

I think it always goes on sale during the big steam sales so the next one is probably the summer sale
