Do Recharges use power when they're not charging or completely empty?
I'm midway through a palythrough on my PS4 and I built a Cyclops and started putting things like Fabricators and both a Battery Charger and Power Cell Charger and my sub is draining power just sitting with the engines off. SO I was wondering if all of these things drain power when not in use or idle? I assume the Fabricator and Radio use power all the time but whart about the Chargers? If they're empty do the require power? What about if they have batteries or power cells in them but they're 100% charged? Do they still require power? I'm assuming just having them on the wall takes power but I'm not sure?

However, keep in mind that no energy is created in this transfer, so anything your batteries or power cells receive is just that much less power that the sub has. This applies to the vehicle docking bay as well.

The fabricator or mod station drain 5 power per use, but only when used. No idle drain.

The radio doesn't drain any power at all.

And in case you were curious, the sub's engines only drain energy when the ship is moving. Leaving the engine or lights on when you're immobile will not drain energy, although active engines still make noise, which can alert leviathans in the area.

Everything you put on the cyclops drain power.
It's useless to put chargers inside, because you are draining the submarine power cells.
Also, don't leave the shield, the sonar, or the silent running on, as they drain tons of power.

I've noticed that the Power Cell Charger charges power cells a lot faster than it drains so I was thinking of using that as a backup until I build the heat charger module. But thanks for letting me know they drain when idle.
