able to grow creepvine seed clusters?

I was able to successfully grow some creepvine in a 2 story aquarium, but they did not spout the orange seed clusters.

Are we able to do this?

I don't think so, I've grown mine in both single story and two story aquarium (apparently you go up to at least 4 story... is there even a limit? I ran out of glass though), and also in exterior grow beds, none of them have developped the seed clusters.

Blood vines or blood kelp or creepything vines (the white stuff) do develop the blood oil sacks though, and it seems it's like the hanging tree fruits, you pick one, next one comes up after a while.

Yes, you can. You need to plant the actual seed cluster, not the vine.

I know that creepvine planted in exterior growbeds via creepvine seed clusters will develop seed clusters after growing to full maturity, but I haven't tried planting creepvine in large aquariums recently.

Additionally,it's worth noting that creepvine seed clusters growing on creepvine planted in exterior growbeds will grow back over time, so you can just keep harvesting seeds off the same creepvine over and over, just like blood oil from blood kelp.
