No, it's for exterior use only. You put it on the ground. You will see a green highlight if it can be placed.

Put it in a Quick Slot, then choose the slot. You can carry it (it is kinda bright), or place on terrain as the Admiral indicates above.

I like to use them for marking actually needed / important pathways on the islands. Keeps you from losing that one very important cave mouth. (You need to put them close enough together that you can see the ones ahead & behind in daylight, though.)

Unless you really like the look or color temperature better, I find that they're pretty lousy for providing outdoor illumination. For that, a growbed of creepvine seeds is much better and has a huge range at night, Very helpful for serving as a natural beacon for marking entrances, explored wrecks, etc.

The light sticks are somewhat useful with exploring wrecks, however, as they provide a good amount of light and leave you free to use all other tools.

I seem to recall deploy-able light sticks had a function as decoys.

For example if there's a swarm of bonesharks blocking access to a wreck, swim above them and drop a stick so they'll swarm about that instead.

Or was that for Flares?

Also, and not sure if this is a bug or not, but Light Sticks will cling to the walls and ceilings of the Aurora. They actually make for a nice form of permanent lighting if you intend to back there many times.
