Regular fish DO procreate, but this is because you catch them and release them in the aquarium.
Are you in experimental? Obviously this could cause bugs or could be a new feature recently added.
This is the case in Stable, by the way.

I had this problem too with the 4 story aquarium, I was putting 2 of each type of fish in it...I now have 2 or 3 of the lockers full of fish that I am trying to get through for food. I think I made 4 or 5 trips at least between the lockers and the aquarium to clear them all out. Now I have a tank just for looks and one for food breeding. My visual tank has 1 of each type of fish I've caught in it so they don't breed, I removed all the rabbit rays and their eggs so I don't have that issue again lol. I did put one of the shocker eggs and that evil shark from the koosh fields in there but I'm thinking about taking them out and releasing them back in their home habitat only because I went in there and found a dead peeper fish decomposing at the top of the tank. The peeper was fine till I put the carnivore eggs in there to hatch...but not sure it was what killed him. My other 2 story tank now has Eyeye, Reginald and Peepers in it to breed for food purposes. I think I've finally got everything the way I want it with the tanks but I wish I could plant more flora in each of them. My creeper vines take up a lot of space each.
